Для возмутительных вопросов есть специальные конструкции в английском языке. Нативы в своих учебниках их так и называют - возмущенные вопросы (indignant question) или предложения (indignant sentences). Ваше же предложение больше похоже на оправдание нашкодившего воришки :)

Is "WTF?" an indignant question?
Never heard of a grammatical term called "indignant" anything. Google only knows a total of 91 uses of the phrase "indignant question" at all, and none with any reference to grammar. I can't imagine where you found it as a grammatical category.

Indignant means" feeling, characterized by, or expressing strong displeasure at something considered unjust, offensive, insulting, or base." As an adjective it can be applied to all kinds of things, including sentences, but that does not make it a term you will find in a grammar book.
